Qualification rules shared across staff categories

Categories 0–6

Candidates must hold one accepted route:

Bachelor’s degree; or an IT associate degree/higher diploma.
Non-IT associate degree/higher diploma; registered tertiary diploma; HKDSEE Level 3 in five subjects including English; or the stated HKALE/HKCEE equivalent.
At least two years’ relevant post-qualification computing experience.

Categories A, B1 and B2

Candidates must hold either:

HKDSEE Level 2 in five subjects including Chinese and English; or the stated HKCEE equivalent.
Any accepted academic route listed for categories 0–6.

Desirable for all categories

Chinese at Level 2/Grade E and English at Level 3/Grade C, or equivalent.
Spoken English, Cantonese and Putonghua; written English and Chinese.

Additional desirable experience

For categories 3–6: project management and systems development/support experience or certification using methods such as PRINCE, FPA, SSADM, RAD and OOAD.

Essential qualification

Categories 0–6 route above, including at least two years’ relevant post-qualification computing experience.

Essential experience

At least 11 years’ post-qualification IT experience.
At least 3 years in a similar post and comparable capacity.
Leading/consultancy proficiency across project management, studies, systems analysis/design, programming, operations, systems programming or specialist support.
Experience supervising a team of at least 5.

Functions / specialties

IT Consultant; IT Specialist; IT Security Specialist.

Role level

Senior management and consultancy; may also perform Project Manager duties.

Main responsibilities

Plan and perform information-system strategy studies.
Advise and liaise with users on project initiation and computer-related activities.
Provide specialist advice in business areas, business-process re-engineering and information technologies.
May perform all Project Manager responsibilities described under Category 5.
