Responsibilities:
(T26) - Perform as a Business Analyst role to lead business-facing requirements gathering, support the business process review (BPR), validate the operational feasibility of the proposed to-be processes and use cases, and convert business needs into functional tender requirements; - Support and monitor the FS contractor's BPR activities; -Review and validate as-is process maps, pain points, bottlenecks, manual processes, data silos and operational inefficiencies identified by the FS contractor, ensuring that they accurately reflect frontline and management needs; - Review and refine to-be processes and use cases; - Prepare IEMS implementation tender specifications based on the FS, BPR, request for information (RFI) and market assessment output; and - Perform tasks as assigned by supervisor.

Requirements:
- At least eight years post-qualification information technology experience of which at least four years must be in a business analyst or senior user liaison role. Should be proficient in business analysis, business process review, process re-engineering, requirements management, user engagement, service transformation or IT-enabled business change; - Proven experience in eliciting and documenting business requirements through multi-stakeholder interviews, workshops, workflow walk throughs, document review, observation, surveys or other structured methods; - Experience in preparing as-is and to-be process maps, use cases, user stories, functional requirements, acceptance criteria, process option evaluation, stakeholder matrices, training needs analysis and change management materials; - Experience in healthcare, public health or inter-departmental workflows is highly desirable; - Experience in supporting FS, RFI exercises, tender preparation, user acceptance testing, service rollout or contractor deliverable review would be an advantage; - Possess high proficiency in English and substantial experience for compiling project deliverables such as tender documents; - Bachelor's or Master's degree in Health Informatics (HI), Public Health, or a related discipline. or proven BA or HI experience working within a health informatics company, healthcare provider, or government health organization. company/organisation would be highly advantageous; and - Certification in Business Analysis (such as CBAP, PMI-PBA) is considered a strong advantage.
