Systems Analyst

Responsibilities:
(T26) (a) To participate in all phases of the SatRef and associated IT projects, including developing, enhancing, and maintaining programs; conducting program, system, and User Acceptance Testing (UAT); and preparing job control procedures for trial and production runs; (b) To review and upgrade the IT infrastructure, system networks, and databases of the SatRef and associated IT projects; (c) To develop and arrange housekeeping tasks for security control, system updates, data backups, and website management for the SatRef and associated IT projects; (d) To conduct IT procurement market research, prepare quotation documents, implement contracts, monitor deliverables, and liaise with contractors regarding progress; (e) To prepare and maintain IT documentation for the SatRef and associated IT projects; (f) To coordinate and be responsible for the annual Security Risk Assessment and Audit (SRAA) exercise for the Tier 2 system; (g) To coordinate all events arising from the Information Security Monitoring and Incident Response Support Services; and (h) To perform any other duties as assigned by supervisors.

Requirements:
The candidates should: (a) hold a Hong Kong degree in Computer Science, Information Systems, Geographic Information Systems, or a related discipline, or an equivalent qualification; (b) have at least 6 years of post-qualification experience in Information Technology, of which at least 4 years must be in a role similar to the present post, with proficiency in systems programming or technical support of systems software; (c) possess at least 6 years of experience in infrastructure, data centers, and networking, including managing IT infrastructure (e.g., implementing, configuring, optimizing, and troubleshooting Windows Servers, Hyper-V Manager, firewalls, Hitachi SAN, NAS, and Cisco networking devices); (d) possess at least 4 years of experience conducting IT procurement market research and preparing quotation documents, with proficiency in vendor management, infrastructure project supervision, implementation, and operational support; (e) possess at least 2 years of experience managing Security Risk Assessment and Audit (SRAA) exercises and Information Security Monitoring and Incident Response Support Services; (f) possess knowledge of website administration, programming, database management, disaster recovery sites, and cloud platform management (e.g., Alibaba Cloud or related services), including setting up VPNs using GRE over IPSec; (g) possess at least 6 years of experience in feasibility/technical studies and team leading/supervision; and (h) possess experience in GNSS networking device setup, such as routers, lightning arrestors, and outdoor antennas.
