Systems Analyst

Job nature:
(T26) This position will actively participate in the implementation and enhancement of systems related to the Public Health Laboratory Services Branch (PHLSB) and Forensic Pathology Service (FPS).

Responsibilities:
(T26)
1. Collaborate with end users for system implementation and enhancements. Participate in all SDLC activities, including requirement gathering, system analysis and design, development, testing, and rollout
2. Participate in the system and professional service procurement process, including tender preparation and proposal assessment
3. Organise and monitor vendors in system implementation
4. Support the workflow re-engineering process
5. Facilitate system implementation wherever necessary, including data conversion
6. Maintain documentation and procedures and ensure that they are aligned with government standards
8. Provide administration, maintenance, development, and support to the PHLSB and FPS-related systems
9. Conduct IT training to end users; and
10. Any other tasks assigned by the Department of Health. Normal working hours: Mon - Fri: 9:00 - 17:48

Requirements:
1. Solid experience in database technologies such as SQL, stored procedures, and performance tuning for MS SQL Server and Oracle
2. Solid experience in Macro and VBA for automating operations and analyzing data
3. Solid experience in requirement gathering, design and testing for large-scale application systems
4. Experience with government standards and procurement processes
5. Experience in client/server and web development
6. Experience in vendor management
7. Fluent in Chinese and English communication; and
8. Self-motivated, work independently and under pressure.
