Responsibilities:
(T26) The appointed staff is required to work in the following areas: 1. Assist in managing multiple outsourced system development projects. 2. Oversee project progress, manage and monitor outsourced contractors, review and supplement system design, comment and conduct quality assurance on contractor&;#8217;s project deliverables. 3. Elicit detailed user requirements, convert business requirements into technical specifications and evaluate IT products and technologies. 4. Participate and, if necessary, supplement contractor&;#8217;s work in all SDLC phases. 5. Proactively handle and resolve issues raised throughout project life cycle, work independently with departmental users and contractors to come up with solutions. 6. Conduct in-house development of CAS IT systems and applications, including but not limited to requirements analysis, system design, coding, unit testing, integration testing, deployment and maintenance. 7. Collaborate with CAS departmental users to gather, analyse and document detailed business and technical requirements for in-house developed systems, and translate them into functional system solutions. 8. Prepare and maintain technical documentation for in-house developed systems, including system design specifications, technical manuals, and user guides. 9. Manage, support and monitor suspicious events of IT security infrastructure including but not limited to end-point / network detection and response system (EDR/NDR), web application firewall (WAF), security information and event management system (SIEM), etc. 10. Assist in compliance activities such as SRAA and PIAA. 11. Provide technical support, problem diagnosis and professional advice, where appropriate. 12. Carry out any other IT related tasks as assigned by the supervisor.

Requirements:
1. Degree in Computer Science, Information Technology or equivalent. 2. Hands-on experience in outsourced Internet-facing application development projects, from design, implementation, to testing and deployment. 3. Hands-on experience in conducting in-house application development projects for government, covering full SDLC from requirements gathering, design, development, testing to deployment, is required. 4. Experience in vetting or delivering project deliverables, such as SA&D reports, system and user testing reports, is required. 5. Knowledge and experience in Government projects that utilize web programming (e.g. Java, node.js, Spring Boot, API design, React/Angular/Vue, MySQL compatible database, etc.), and responsive web design (RWD), is required. 6. Hands-on experience in AI project is preferred. 7. Hands-on experience in compliance with government IT policies and guidelines, in particular in IT security (e.g. S17, G3, SRAA, and PIAA) and quality assurance, is required. Experience in handling Tier 2 or Tier 3 systems is preferred. 8. Experience in WCAG, GCIS, DCI, Single Sign-On (SSO) with OSDP, and/or iAM Smart, is preferred. 9. Experience in physical system design and deployment (e.g. infrastructure, cloud architecture, larger-scale database, etc.), is preferred. 10. Experience in DevOps practices, version control (e.g. Git), CI/CD pipelines, and agile development methodologies for in-house development projects, is preferred. 11. Overtime and on-call support outside office hours are required, when necessary.
