(T26) We are looking for a strategic, passionate and committed Artificial Intelligence (AI) Solutions Lead to head the newly formed team (the Team) under the Digital Policy Office (DPO) to help design and build prototypes for Generative Artificial Intelligence (GenAI) smart government solutions on a centralised government AI infrastructure.

Responsibilities:
(T26) You will act as the bridge between bureaux/departments (B/Ds) and the Team, and be responsible for discovering impactful use cases for GenAI and workflow automation, prioritising prototyping projects and ensuring that all the prototypes deployed deliver measurable business value while strictly adhering to relevant government standards. Key responsibilities - //
1. Stakeholder engagement and use case discovery //
(a) Partner closely with B/Ds to understand their daily operational workflows, bottlenecks and pain points, and translate business requirements into high impact and scalable GenAI, workflow automation or other AI use cases.
(b) Prioritise project pipelines based on feasibility, operational value and resource constraints, and formulate clear roadmaps and technical blueprints for the Team. //
2. Product strategy and technical translation //
(a) Architect end-to-end GenAI solutions leveraging tools such as Work Buddy, Open WebUI, Dify, n8n, RAGFlow and Model-as-a-Service (MaaS) platforms backed by advanced open-source models (e.g. DeepSeek, Qwen).
(b) Define technical frameworks for retrieval-augmented generation (RAG), agentic workflows, prompt engineering standards and browser/desktop automation integrations.
(c) Oversee systems integration and provisioning, ensuring seamless interoperability between new AI components and existing government infrastructure. //
3. Team leadership and execution oversight //
(a) Manage and mentor the Team, and provide technical oversight, code/architecture reviews and blocker resolution.
(b) Establish engineering best practices, reusable workflows and modular prompt templates to accelerate future rollouts across multiple B/Ds.
(c) Report project progress to DPO's senior management, keep the leadership fully briefed on the rapid development of high-impact AI prototypes designed to prove the art of the possible to B/Ds. //
4. Governance, security and compliance //
(a) Ensure that prototypes developed by the Team comply with government standards on information security, data privacy, data governance, and the responsible and ethical use of AI.
(b) Manage risk assessments related to model outputs, hallucinations, data leakage and third-party application programming interface (API) dependencies. //
5. Change management and adoption //
(a) Drive user enablement by overseeing briefings, technical demonstrations, user trainings and comprehensive documentation (e.g. user guides, manuals, etc.).
(b) Establish post-implementation feedback loops with B/Ds to monitor solution performance, user satisfaction and continuous model/workflow refinement.

Requirements:
1. At least eight years' post-qualification experience in system implementation, application development, workflow automation, digital transformation, technical consulting or system administration, of which at least two years must be in a similar post or comparable capacity.
2. Profound understanding with mainstream GenAI technologies, large language models (LLMs), APIs and prompt engineering.
3. Hands-on experience in configuring, implementing or supporting information technology systems or digital tools.
4. Strong analytical, problem-solving, leadership, communication and interpersonal skills.
5. Proactive attitude, strong learning ability and keen interest in emerging GenAI technologies.
6. Ability to work closely with non-technical users and deliver practical solutions within a short timeframe.
7. Committed to execution and delivery.
8. Experience on any of the following aspects would be advantage -
(a) professional project management certifications (such as PMP, PRINCE2) or agile certifications (such as CSM, PMI-ACP)
(b) Open WebUI, Dify, n8n, RAGFlow or Work Buddy
(c) DeepSeek, Qwen or other LLMs
(d) RAG, vector databases or knowledge management
(e) APIs, databases, Linux, Docker or cloud platforms
(f) Python, JavaScript, SQL or other programming languages
(g) AI agents, browser automation or desktop automation
(h) information security, data governance or responsible AI; and
(i) digital transformation projects in the Government or large organisations.
