Job nature:
(T26) To manage and provide technical consultancy services for developing, maintaining and supporting the IT systems that are related to the government tendering exercises of works contractors and consultants.

Responsibilities:
(T26) The CPM is responsible to: - - plan and control all phases of IT system projects including feasibility study, systems analysis and design, procurement, implementation, testing, system maintenance and support and system enhancement - supervise and facilitate the in-house IT staff and outsourced contractors to deliver the IT system projects within reasonable timescales - manage the progress, resource allocation and administrative activities of IT system projects, e.g. review the project progress and expenditures quarterly - perform quality assurance on the services and deliverables of IT outsourced contractors - provide technical consultancy services on operating system, cloud technology, network architecture, data communication, database administration, application software and languages - liaise and co-ordinate with various parties including but not limited to the system end users, IT outsourced contractors, other teams of government IT services, B/Ds users, Government Tender Board, Consultants Selection Boards, the works contractors under the List of DEVB and the consultants that are listed by AACSB and EACSB - evaluate and select appropriate solutions for the promotion, enhancement and maintenance of IT systems - keep track and notify the project teams of any updates on the relevant government / departmental circulars, guidelines, policies and regulations - report to the supervisor and perform any other duties assigned by the supervisor

Requirements:
- Experience in project management using standard methodologies such as PRINCE or PMP - Strong sense of analytical and problem solving skills - Good command of English and writing skills - Good communication and interpersonal skills - It is an advantage for the candidate to possess experience in delivering agile projects and managing public-facing government systems that are related to government tendering exercises
