Job nature:
(T26) System Analysis & Design, System Implementation & Integration, and System Maintenance & Support of the Research Assessment Exercise Electronic System (RAEES) for the University Grants Committee Secretariat (UGCS).

Responsibilities:
(T26)
1. To provide technical inputs and supervise the contractor in the establishment, trial run and/or enhancement of the Research Assessment Exercise Electronic System for the Exercise
2. To gather and analyse user requirements, liaise with universities in devising function requirements for authorised users/reviewers of UGC to access research outputs in institutional repositories
3. To assist in the acquisition and installation of system hardware and software
4. To implement quality control and best coding practices in the enhancement process
5. To perform program, system and user acceptance tests, pre-implementation setup for the electronic system
6. To prepare and compile program specifications and other documentations
7. To provide live run and project management support for the electronic system
8. To provide technical support and advice to system users, and attend to on-line review and reporting stage of the Exercise; and
9. To provide technical support in meetings and perform other duties as assigned by supervisors.

Requirements:
1. Bachelor degree in Computer Sciences or related disciplines
2. At least 4 years post-graduation working experience as system analyst
3. At least 4 years of solid experience in system development and system maintenance of web application systems, and monitoring outsourcing projects
4. At least 4 years of solid experience in Java, WEB programming, XML and Microsoft SQL Server
5. At least 4 years of solid experience in implementing and distributing IT projects using OutSystems Low Code platform with Business Process Management Systems(BPMS) solutions
6. At least 4 years of solid experience in implementing, developing and distributing IT projects using the Government Cloud Infrastructure
7. Have good written skills in Chinese and English and fluent in these spoken languages
8. Have good interpersonal skills, and capable of working independently and under pressure.
