(T26) Assist IT Section to handle IT project deliverables and administrative documents such as funding application, Quarterly Project Reports; develop project plans; system analysis and design; lead the implementation of the System; track the project progress; project expenditure management; troubleshoot project issues and liaise with stakeholders to ensure project deliverables are provided on time; procurement of IT project service for offices of Auxiliary Medical Service (AMS), i.e. Ho Man Tin, Sai Wan Ho, Sha Tin and Tsuen Wan.

Responsibilities:
(T26) The appointed staff member is required to work in the following areas, A) Prepare Funding Papers for new IT projects. The duties include, but not limited to, preparing Funding Applications, DITPP; seeking PSC&;#8217;s advice and support on new IT projects; coordinating with SB ITMU for document preparation, etc. B) IT project management for AMS. The duties include, but not limited to, preparing and update the Project Management Plan(PMP); controlling requirements requests, in an objective manner, to ensure that all user requests align with the overall project&;#8217;s objectives, whereas the projects are still delivered within the planned timeline and budget; oversee project progress and manage outsourcing services including system implementation; quality assurance of deliverables, service acceptance; plan, control and participate in all phases of the projects including feasibility study, systems analysis and design; procurement and installation of computer systems, programming, implementation, system test, acceptance, nursing and maintenance , etc.
C) Assist in project implementation. The duties include, but not limited to, collecting and analyzing user requirements; evaluating new IT products and technologies; preparing procurement specifications; conducting the procurement processes and preparing evaluation reports with respect to the specification; assisting in site preparation; monitoring vendor progress; implement the project when necessary; assist in user acceptance test (UAT); prepare for equipment disposal and other follow-up jobs, etc. Types of IT systems included, but not limited to, in-house AMS web application systems, Departmental Portal, e-Leave System, Windows Systems, Email Systems, Workstation Encryption System, Web Proxy System, Virtualization Systems, SSL-VPN and other GOA System Applications. Types of projects include, but not limited to, Website Revamp, Network/LAN Systems Upgrade, Mail Systems Upgrade, Workstations Upgrade, Operating System Upgrade, Application System Implementation, IT Security Risk Assessment & Audit, etc.

Requirements:
- At least 5 years of work experience in the Government; - Experience in Government systems project implementation including Department Portal, e-Leave, iAMSmart is an advantage; - At least 5 years of experience in managing projects with GCIS/EGIS - At least 5 years of experience in Project Management, System Analysis and Design, project implementation, coordination and procurement process; - At least 5 years of experience in SSADM; - At least 5 years of experience in SQL; - Experience in JavaScript Programming, JAVA Programming and MySQL are highly desirable; - Experience in Government regulations and procedures, such as Security Regulations, Store & Procurement Regulations, SOA QPS Contracts, etc; - Holder of related professional qualifications, e.g. PMP/PRINCE2 is an advantage; - Work experience Operations, Administration and Management of Hong Kong Disciplined Services is highly desirable; and - Work experience in the Auxiliary Medical Service is desirable.
